Michael McCann is the President and Founder of MVM Associates, Inc. (MVM) and a Co-Owner of Film Incentives Group, LLC (FIG). With over 25 years of experience in tax incentives and economic consulting, Mike is a leading authority in the field, providing strategic advisory services to businesses across the United States.
In 1997, Mike founded MVM, the first consulting firm in Pennsylvania to specialize exclusively in economic incentives, including tax credits and grants. Leveraging his experience as a grant specialist with the U.S. Department of Energy, where he managed multi-state energy conservation programs, Mike developed MVM into a trusted partner for companies seeking to optimize their financial position through government incentives.
In 2009, recognizing a rising demand in the entertainment industry, Mike co-founded Film Incentives Group with veteran film executive Dave Bowers. FIG helps production companies identify and secure state tax incentives across the country, supporting film, television, and digital media projects from pre-production through credit sale. Together, MVM and FIG have facilitated the sale of over $1 billion in state tax credits.
Mike holds a Bachelor of Science in Environmental Studies with a minor in Computer Science from East Stroudsburg University of Pennsylvania. He continues to play a key role in shaping national policy discussions around economic development, film production incentives, and public-private partnerships.
He lives in Pennsylvania and enjoys spending time outdoors, staying involved in industry advocacy, and supporting innovative ventures across the business and entertainment sectors.

David Bowers is Co-Owner of Film Incentives Group, LLC (FIG), and a seasoned Certified Public Accountant with over 30 years of experience in production accounting, finance, and taxation—specializing in the television and entertainment industries. He brings a wealth of expertise in managing the full life cycle of film and television tax incentives, from application and compliance to audit support and credit sales.
Throughout his career, Dave has held several key executive roles, including a decade as Chief Financial Officer at Banyan Productions and over 11 years as President of Telenium Communications Group. These leadership positions have provided him with a deep understanding of operational finance and strategic planning in fast-paced, creative environments.
At FIG, Dave plays a central role in helping production companies successfully navigate the complex landscape of state film and digital media incentive programs. He works directly with clients and state agencies to ensure timely submissions, thorough documentation, and compliant credit transactions. His work has contributed to FIG’s national reputation as a trusted partner in the entertainment finance industry.
Dave holds a Bachelor of Science degree in Business Administration from The Pennsylvania State University. He is a member of both the American Institute of Certified Public Accountants (AICPA) and the Pennsylvania Institute of Certified Public Accountants (PICPA). He has also served on the Board of Governors of the National Academy of Television Arts and Sciences, further reflecting his deep connection to the entertainment community.
He resides in West Chester, Pennsylvania, and has two daughters. He enjoys jogging, collecting Harley-Davidson motorcycles, and cheering on the Philadelphia Phillies.

Meghan McCullough has led the sales, marketing, and communications efforts at Film Incentives Group, LLC since 2009. In this role, she is responsible for developing and maintaining key relationships with motion picture studios, television networks, public broadcasting entities, cable companies, and commercial production firms across the country.
In addition to her work within the entertainment industry, Meg works closely with chief financial officers and tax executives at major corporations seeking to purchase film tax credits to offset state income, bank shares, franchise, and premium tax liabilities. She brings deep expertise to the structuring and timing of transactions, ensuring that both credit sellers and corporate buyers maximize financial benefit. Her professionalism, attention to detail, and strategic approach have contributed to the successful transfer of more than $750 million in state film tax credits nationwide.
Prior to joining Film Incentives Group, Meg spent several years as a recruiter specializing in accounting and finance positions, where she gained valuable insight into corporate operations and financial strategy.
She holds a Bachelor’s Degree in Communication & Media from Villanova University. Outside of her professional responsibilities, Meg maintains an active lifestyle, enjoys traveling, and takes great pride in supporting the various pursuits of her three children.
